Flatten to IP ranges

Flattening freezes today's IPs. It resolves every include into fixed IP ranges to save lookups — but if a provider changes their servers, your record goes stale and can silently start failing. Only flatten if you'll re-flatten when senders change.

With JavaScript disabled, generate the record first, then flatten — flattening uses the last generated design.
